Gov. Cooper announces North Carolina will move into Phase 3

During a press briefing on Sept. 30, Gov. Roy Cooper announced that North Carolina will move into Phase 3, starting Oct. 2 at 5 p.m. Some of the changes include capacity at movie theaters (30 percent capacity or 100 people, whichever is less) bars (outdoor only, at 30 percent capacity or 100 people, whichever is less), and outdoor venues of less than 10,000 seats can open at 7 percent occupancy. Mass gathering limits of 25 people indoors and 50 outdoors, as well as mask mandates, remain in effect.
