Town Projects

The Town of Mooresville has projects either in the study, planning, and design phases, or actively under construction in each of the program areas listed below. Select the links to the program areas to learn more about the status of the projects.

Liberty Park

Liberty Park is set for a multi-phased renovation, which began in 2019. Phase I is scheduled for completion in March 2020. The project budget is $2,518,825 for Phase I, with Phase II currently in the Master Planning stage. The major aspects of the renovation are:

  • New band shell and performance area
  • New green space and walking path
  • New entrance to the park from Church Street
  • Veterans promenade and art installation
  • Liberty Park Rendering

 Mill Village Sidewalk & Utilities (2014 GO Bond)
  •  Construction in phases, which began in 2017. 
  • New sidewalk, curb & gutter to promote pedestrian walkability and also connectivity to the Downtown area.
  • Estimated cost is approximately $3,242,675 for new sidewalk, curb & gutter in both phases.
  • Replace aging or undersized water and sewer lines.
  • Estimated Utility Fund Cost: $3,855,000 for both phases.
  • Total Bonded Cost: $2,504,804
  • Design plans have been completed for Phase II, and cost estimate is approximately $4 million. Staff plans to begin bidding Phase II of this project in the spring of 2021 and are currently finalizing design items and purchasing easements.
  • Mill Village Sidewalk Concept Plan

 Mooresville School Network Sidewalk (2014 GO Bond)
  • New Sidewalk connecting Mooresville Middle School and Kistler Farm Road communities with Bellingham Park and Fieldstone/Magnolia Sidewalk Network.
  • Status: Design phase is complete, construction to begin March 2, 2020. Milling and paving is complete on White Oaks, Bellingham, and Whispering Oaks and Briarcliff Road has reopened as of November 20, 2020.
  • Estimated Cost: $5,220,396.50
  • Committed CMAQ Funding: $3,551,996
  • Total Bonded Cost: $1,668,400.50
  • Mooresville School Network Sidewalk Concept Plan  

 NC 115/Faith Road Intersection Improvements (2014 GO Bond)
  • Realignment of existing intersection for improved traffic flow along with new left turn lanes on all legs of the intersection.
  • Construction is expected to be completed by December 2020
  • Estimated Construction Cost: $1,566,231.55
  • Committed CMAQ Funding: $1,883,625
  • Total Bonded Cost: $1,194,631
  • NC 115/Faith Road Concept Plan

 NC 150/NC 115 Intersection Improvements (2014 GO Bond)
  • Status: Construction operations under way.
  • New right turn lanes on the west bound and south bound legs of the intersection.
  • Construction is expected to be completed March 2020.
  • Estimated Construction Cost: $1,089,740
  • Committed CMAQ Funding for Design, ROW, and Construction: $2,609,884
  • Total Bonded Cost for Design, ROW and Construction: $824,174
  • NC 150/NC 115 Concept Plan

 NC 150/NC 801 Intersection Improvements (2014 GO Bond)
  • Status: Construction is ongoing and work is anticipated to be complete on time. All paving is complete, and final striping will be complete when weather allows.
  • New left lanes on all legs in the intersection.
  • Estimated Cost: $2,732,982.40
  • Committed Bonus Allocation and CMAQ Funding: $4,244,480
  • Total Bonded Cost: $902,331
  • NC 150/NC 801 Concept Plan

West McLelland Avenue Improvements
  • Status: Under construction.
  • Complete road reconstruction including sidewalk along West McLelland from Plaza Drive to Broad Street.
  • Construction slated to wrap up May 2020.
  • Estimated Cost: $2,800,246

West Wilson Avenue Improvements
  • Status: Bid documents and final plans are complete, and the remaining right-of-way purchases related to signals is underway. Utility relocations have started, and construction expected to begin in March 2021.
  • New curb and pedestrian path, including pedestrian bridge along West Wilson Avenue, from NC 21 to Broad Street. Two traffic signals will be added to Academy Street and Lowrance Avenue.
  • Construction to start Fall 2020.
  • Estimated Cost: $2,650,000

 Dye Creek Greenway
  • Status: Project was awarded $3,022,432 in Supplemental Discretionary Funds from CRTPO. Design plans and permitting complete, but plans will require additional review due to federal funding. Construction has been delayed by NCDOT budget issues.
  • New greenway from Bellingham Park to Johnson Dairy Road.
  • Estimated Cost: $3,500,000
